New downtown development plan calls for significant overhaul of urban core, reducing surface parking
Two more streets, hundreds of new parking spaces, thousands of more residents.
It’s the future envisioned in Moncton’s new downtown development plan presented to city council this week.
The Downtown Core Community Improvement Plan imagines a denser urban centre.
The broad goal: boost population by fostering redevelopment of surface parking lots.
Moncton Mayor Dawn Arnold said the city expects the new downtown events centre and a redesigned Downing Street will spur development.
“I ask you to walk down Downing Street and then look west,” Arnold said. “You can really see it. You can really visualize what’s possible here.”
The plan will be a guide for city staff and developers over the next two to three decades.
Developed by Trace Planning and Design, the document examines 119 acres (more than 7½ hectares) in the downtown bounded by Queen, Foundry, and King streets and the Petitcodiac River.
Anne Poirier Basque, executive director of Downtown Moncton Centre-ville Inc., said the plan’s call for about 1,300 more residential units is achievable.
“We need to have more residents in our downtown to support a lot of the services and developments proposed here,” she said.

New streets
The plan calls for two new streets.
The first would run south of Main Street from the CN rail line east to Downing Street, breaking up large city blocks. The second would be added south of the Rogers Call Centre building linking Robinson and Westmorland streets.
The city would need to buy land for the streets.
Jim Scott of Trace said the new streets will add…

A Commemorative $10 Bank Note
Today, the Bank of Canada unveiled a commemorative $10 bank note to celebrate Canada’s 150th anniversary of Confederation.
The Canada 150 bank note celebrates Confederation with a unique design depicting our history, our culture and our land. This commemorative note will be available to Canadians through their financial institutions starting in June and will circulate along with the existing $10 note.
This commemorative note has some new security features and others that are the same as the current Polymer series notes. These features make the note easy to check and difficult to counterfeit.
Visit the Bank’s website for educational tools to help you recognize this historic addition to Canada’s polymer notes.
Produced in limited quantity, commemorative notes are designed to mark historic milestones. Since this commemorative note will be issued in relatively small numbers and may be retained by Canadians, its volume and time in circulation may be limited.
Retailers should contact their equipment supplier or manufacturer with any questions about machine compatibility.

Banff council is exploring the possibility of initiating a car-share program within the town.
Car-share programs have become increasingly popular in larger urban centres in recent years. Typically run by private companies or non-profit organizations, car-share programs are a membership-based service in which people are able to use shared vehicles for a short period of time and then leave them parked throughout the community so that others can access them.
Coun. Chip Olver proposed at a special meeting of council in late January that the town should enter into discussions around starting a similar program in Banff.
“I have seen it in other communities; I have friends who do not own a vehicle who only manoeuvre around with car-share programs; and, it really has been effective,” she said. “I’m wondering if Banff might invite someone who runs a car-share program into our community and I think that will reduce demand on personal ownership of vehicles.”
Olver’s suggestion followed the approval of a new bylaw that allows for off-street parking stall reductions for new apartment developments that meet site-specific criteria.
Car-sharing has been lauded as an alternative to traditional car ownership and a way for those without vehicles to travel to areas which are inaccessible to public transit. Users also don’t have to worry about the costs associated with owning a vehicle, such as maintenance and insurance.
Car-share programs also contribute to a reduction in gasoline consumption and CO2 emissions.
Banff has had longstanding issues with vehicle congestion and parking. Those concerns are expected to be compounded with the advent of free parking passes and a massive national and international marketing campaign aimed at attracting visitors to national parks this year.
Olver said municipal support is…

Now you can pay for parking with PayPal on the Green P mobile app
Toronto, December 19, 2016 – The Toronto Parking Authority is pleased to announce that the Green P Mobile App payment option is now available on all Toronto streets.
Completed ahead of schedule, all pay and display machines across Toronto now have a 4-digit location ID visible on the machines that customers can use to pay for their parking session with the Green P app.
The mobile pay feature of the app gives customers the option to pay for their parking session using their smartphone, delivers reminders before parking sessions expire, and gives customers the ability to extend their parking sessions remotely.
For even further convenience, the Green P app now includes the option of using PayPal to pay for a parking session.

A GfK* study in February found that PayPal was the most popular mobile payment platform, with a majority (65%) of Canadians reporting they have used it to pay for online purchases last year. Ticketless parking has become the next stage in the evolution of parking management & revenue capture solutions, with firms around the globe trying their hand at the tech. Initially, ticketless parking aimed to minimize installation & maintenance costs, hedge against complications and frustrations, and reduce the number of staff members required to service the system. However, these goals have become the baseline expectation of the 21st century system. Ticketless, touchless parking is now held to new standards of excellence in the realms of accessibility, efficiency, and intuitive user interface. Enter ZipBy: the ‘VIP’ mobile application & parking management ecosystem.
A subsidiary of TMA Group of Companies Limited, ZipBy is an integrated mobile application & management software designed to provide touchless access control for all parking environments internationally. Through the use of unobtrusive technology, ZipBy can be integrated into any existing Parking System with additional modules related to Pre-Booking, Scan to Pay, Session Transfer, and various other customer-based functions. ZipBy allows users to enter, exit, and pay for parking in a completely touchless, ticketless, and hands-free environment.
Through the mobile application, available for free download via App Store & Google Play, users are prompted to enter their billing & credit card information upon initial profile registration. The user’s mobile device acts as a universal access pass, allowing him to bring that access to any vehicle, and eliminating the need for any license plate registration.
The mobile app runs ‘silently’ in the background with very little battery demand, and therefore does not require the user to manually open the application. The device is recognized using ZipBy’s Bluetooth-based sensory system when drivers approach the ZipBy gate. When the driver approaches the gate and the profile is recognized, the gate opens automatically within seconds. The interaction is entirely hands-free. Upon exiting the garage, the user is again…
