Ed Keate Award

The formation of the Canadian Parking Association more than 25 years ago lead to the realization that the parking industry is rich with professionals from many disciplines.

Contributions to the success of the industry range from the tireless dedication of volunteers to the creation of innovative systems and technology development. Many members of the parking industry have been acknowledged by Principals of Read Jones Christoffersen through the Ed Keate Award for Outstanding Contribution to Advancement of Knowledge in the Parking Industry.



SUBMITTING YOUR NOMINATION

Eligibility:

Nominations can only be submitted by members of the Canadian Parking Association. Recipients need not be members of the Canadian Parking Association.

Nominations can be up to three pages in length, stating the following:

  • Demonstrate how the nominee has had an impact on the industry.
  • Describe why you think the nominee’s achievement is outstanding.
  • Describe the breadth of application or appeal of the achievement (Canadian and International).

Presentations of Awards:

Recipients will be presented with their award at the Awards Luncheon during the Canadian Parking Association Annual Conference and Trade Show.

    Ed Keate Award

    Ed Keate was a founding member of the Canadian Parking Association. He was Manager of the Vancouver Downtown Parking Corporation but his family background in the newspaper business rubbed off on him. He was a “scribe”, fascinated with the written word. He started the Parker as a means to pass on knowledge.

    Carole Whitehorne

    Canadian Parking Association (CPA)

    Carole Whitehorne, Executive Director of the Canadian Parking Association (CPA), has been a driving force in advancing industry knowledge for over 23 years. Her leadership has transformed the CPA into a hub of learning and innovation. Carole is best known for orchestrating CPA’s annual conference and trade show, a major educational event that connects industry professionals across North America. Beyond this visible achievement, she has championed initiatives like CPA’s PARKER magazine, regional workshops, training programs, and an awards program that celebrates education and leadership within the industry.

    During the pandemic, Carole’s collaborative efforts with the National Parking Association (NPA) led to the creation of SafePark guidelines, ensuring safe practices across Canada through the Blue Ribbon Commission. Her commitment to CPA’s mission—enhancing industry standards, networking, and professional development—reflects her dedication to fostering growth and expertise in the field. Carole’s impactful contributions have solidified her reputation as a leading advocate for knowledge and development within the parking industry, making her a deserving recipient of the Ed Keate Award for Outstanding Contribution to Advancement of Knowledge in the Parking Industry.

    Sharon Lewinson

    ACT Canada

    Sharon Lewinson is a professional engineer focused on transportation demand management and has been a trailblazer in the area of sustainable mobility.  She is the President of the national Canadian TDM/Sustainable Mobility association, ACT Canada and has been on the Canadian Parking Association Board of Directors since 2018.   She is also the CEO of RideShark, a company delivering commute management platforms across North America.

    She recently received the Institute of Transportation Engineers Canada National Capital Section 2023 AM Khan Lifetime Achievement Award, the Algonquin College 2022 Outstanding Contribution to Algonquin College Cooperative Education Award, has been on the Transportation Research Board Transportation Demand Management Committee.

    Sharon Lewinson has made a difference by working hard to educate people regarding the link between parking and transportation demand management by volunteering and collaborating with the Canadian Parking Association, starting back in 2006.

    Working together with Carole Whitehorne, our CPA Executive Director, Sharon helped to ensure that parking and the CPA was part of every ACT Canada event, Similarly, Sharon helped to bring a sustainable mobility lens to the CPA through joint conferences, speakers, or articles.

    Thank you, Sharon, for helping the CPA understand the trends in mobility affecting the parking industry and for helping us educate others in the transportation planning world regarding the importance of parking.

    Scott Wallace

    As a long time member of the CPA, Scott joined the Board of directors in 2006, serving as Director for several years. Scott was appointed to the Executive Committee and served as Vice President, President and Past President from 2016 – 2019.

    As an accomplished Professional Structural Engineer with RJC Engineers (Read Jones Christoffersen Ltd.), Scott has lead and been involved with the Structural and Functional plan designs of dozens of parkades across Canada and across the world, including some very large designs under the beaches of Rio de Janeiro in Brazil and for Airports in the rapidly expanding the Far East. His biggest positive impact of course has been right here at home where he has been appreciated best. He has assisted many University, Airport, Municipal, Residential and Commercial operators of parkades in their efforts to successfully resolve functional plans and cost effective designs for their much-needed renovations and new infrastructure needs.

    Past leaders of RJC were contributors to successful parkade design as early as the 1950’s and 60’s; long before Scott came along but, he has built upon the work of people like Ted Seeberg, Ted Stone and Norm Webster, to create a lasting legacy of parking knowledge within RJC.

    His commitment to the parking industry has extended beyond RJC for a number of decades with his involvement with the CPA, many of those years as a member of the Board and the Executive. Throughout his time with the CPA, he made it a mandate to share his knowledge of parkade design with all members through conferences, publications, as well as informal discussions in the Exhibition Halls and networking sessions over the years. He has presented innovative parkade project designs so members may appreciate what is possible when they are considering their parking needs.

    It is with great pride, and without hesitation, that I nominate Scott Wallace for this year’s Ed Keate Award.

    Brett Bain, Edmonton International Airport

    Brett comes with a long history of Parking management experience, starting with private parking with IMPARK and then moving into the technology side with Time Business machines. Over 11 years ago, Brett moved into Airport Parking Operations with the Edmonton International Airport, and was able to bring to airports a different perspective on parking operations that allowed him to use his vision on service and technology and merge the two to create impact for both the parking public and deliver exceptional growth to the airport.

    That experience and knowledge and those achievements have been invaluable to the airport parking industry. Brett is an active participant of that segment of the industry and actively participates as a subject matter expert (SME) at Parking Conferences, internationally. Brett travels the globe to speak and attend parking conferences and to share his vision and strategies for success. As a result of his leadership, Brett has transformed the Edmonton Airport Parking Operations to exponential growth driven by policy, data analytic s, technology and innovation.

    The most significant impact on the industry in Canada in general has been the adoption of Reserved parking options for customers and airports. Brett researched the best reserved parking practices in Europe and brought that concept to parkers at the Edmonton International Airport. As he showcased this new offering for Canadians, he worked to share the financial and service successes with peers throughout the airport industry, leading to the adoption by other major airports of reserved parking options with more creative options and loyalty programs layered in. For customers at Canadian airports that means more options and peace of mind when travelling, for airports it means greater revenue potential and the ability to deliver dynamic pricing, and for the industry it means that Canada is now seen as forward thinking as other countries in terms of technology and options.

    This adoption of Airports in Canada will likely lead the way for reservation parking in non airport parking sites as customers seek to have those same options in other facilities, and that may lead the way for a significant change in parking operations and ability to deliver greater services for individual parkers or fleets of vehicles.

      

    Maurice Anderson

    Back in 1996, Maurice Anderson and several other people from the Canadian Parking Association founded the Canadian Parking Foundation with the idea of advancing education and knowledge in the parking industry.  The Foundation fulfills its mission by staging the World Parking Symposium every two years in international locations, the last one being this past June in Berlin.  It also continues to build and maintain a library of technical articles and presentations on its website for people to reference and provides grants for research into topics of interest to the parking industry.

    After retiring as President of the Toronto Parking Authority about ten years ago, Maurice has continued to guide the Canadian Parking Foundation as its Chairman.  His efforts over a 22-year period have ensured that the activities of the Foundation have continued to be successful.  Maurice is a very worthy recipient of the Ed Keate Award for his “Outstanding Contribution to the Advancement of Knowledge in the Parking Industry”    

    Dave Hill, Clayton Hill & Associates

    Bern Grush, PaybySky

    Bern Grush was nominated for his innovative work in the parking industry and markets related to autonomous digital parking credentials. He is an active and involved stakeholder who, though cutting edge technology is looking to bring advancements to the parking industry. Bern regularly speaks at industry events on parking technological advances, sustainable transportation, GPS and financial systems, etc. He has been an active participant in CPA, volunteering his time to prepare numerous articles for the Parker:

    • A tale of too many cities: downtown merchants demand free parking
    • Smart attrition: As the parking meter follows the pay phone
    • Solving difficult parking problems with a self-paying meter
    • Parking Management
    • Legacy of two presidents
    • The future of wireless parking

    Bern is a passionate advocate for the future technology changes that will impact the parking industry and helps stakeholders understand how technology is leading the industry to new levels. He is writing a book, The End of Driving (http://endofdriving.org/about/) that will soon be released challenging current thoughts and promoting forward thinking on the future of transportation in our urban centres. Knowledge transfer and exchange in the parking industry includes technology and its impacts – Bern is an individual who deserves to be recognized for his multi-disciplinary outreach and engagement of stakeholders across the country for his efforts to build capacity for technology in parking.

    Bern’s achievements are outstanding as he is willing to share his knowledge and expertise with a wide variety of stakeholders. Capacity building, knowledge exchange and increased awareness brings about change, and Bern has made an effort to speak at most transportation-related conferences, post information to blogs and websites and generally contributes to the parking industry, as well as the transportation sector in general. He is a visionary who contributes to the advancement of knowledge in the parking industry.

    Ted Stone

    Ted Stone is a Principal in Read Jones Christoffersen Ltd., Consulting Engineers (RJC). Ted’s career has been dedicated to the knowledge and advancement of this industry. He has helped the parking industry to benefit from his 46 years of experience, through drafting to site inspection to leading major project teams to advancing knowledge in our industry.

    In the 1980s many of Canada’s parking structures started to suffer from corrosion caused by de-icer salts on the roads. Within RJC, Ted was the visionary leader in advancing evaluation and repair methods.

    But this award is for much more than that. This award recognizes that many of the CPA’s members have benefited directly and indirectly from Ted’s 46 years of experience.

    Many of you would know about Ted’s contributions at the CPA. Ted organized Edmonton’s first CPA convention in 1992 and has also contributed to industry knowledge through the many seminars he has presented at the CPA conferences.

    Ted was a major contributor to the first edition of the Canadian Parking Associations’ Maintenance Manual (approximately 1986), and he was the editor and a major contributor to the second edition (2004) of the Maintenance Manual – no small undertaking. “Someone else can do the next edition,” says Ted.

    He has made significant contributions as a member or chair of several industry committees including ACI (American Concrete Institute), ICRI (International of Concrete Repair Institute), and BOMA (Building Owners and Managers Association), and has given educational seminars at their conferences and conventions.

    Stepping further than his consultant role, Ted has helped owners and other clients, acting as a mentor who truly wants to pass on knowledge and help them to understand issues and do better in their own careers.

    All of these things reflect Ted’s inquisitiveness and his passion for sharing knowledge with others.

    In recognition of Ted’s legacy of shared knowledge within our industry, Ted is a truly worthy recipient of this award.

    Donald Shoup

    The Ed Keate Award was presented to Donald Shoup for his outstanding contributions to the advancement and transference of knowledge to the parking industry in Canada and Internationally.

    Donald’s insightful and thoughtful views of the parking industry.  His research focused on how parking policies affect cities, the economy and the environment. His book The High Cost of Free Parking has lead a growing number of cities to charge fair market prices for parking and to use the revenue to finance added public services in the metered districts.  The Ed Keate Award was presented to Donald Shoup for his outstanding contributions to the advancement and transference of knowledge to the parking industry in Canada and Internationally.

    Ralph Bond  

    Ralph Bond is the past president of the Canadian Parking Association and a recipient of the Association’s Ted Seeberg award for outstanding contributuion to the Canadian Parking Industry.  He is a board member for the Canadian Parking Symposium with an international focus.  He is also a board member and the treasurer for Canada’s Transportation Demand Management organization, the Association for Commuter Transportation, Canada (ACT Canada).

    Ralph is the first person to be awarded both the Ed Keate award and the Ted Seeberg award.
