Municipal parking enforcement is key to urban mobility and safety. The presentation will illustrate how Calgary’s adoption of License Plate Recognition (LPR) technology shifted enforcement from officer-based patrols to a data-driven, automated approach. LPR streamlined workflows, increased operational efficiency, and enabled resources to focus on higher-value activities, maintaining a 96% compliance rate across various parking assets. Since its 2007 pilot and 2019 expansion, LPR has also supported broader curbside management—such as seasonal bans and event enforcement—and sets the stage for future applications like rush-hour zones and predictive analytics.

Session B – Sylvan Lake Weekend Warriors

The Town of Sylvan Lake has a permanent population of 17,477 residents and sees upwards of 45,000 visitors on a single day during the summer to experience the lakefront, all congested into our municipal park of 2.7 hectares in size. Parking for an influx of 45,000 visitors has been extremely challenging. The Visitor Pay Parking Program was implemented in 2018 to keep residential streets from becoming jammed with visitor vehicles and to generate revenue to help pay for upkeep, maintenance and enforcement within the downtown lakefront district.

This session explores how Lakeridge Health shifted from reactive repairs to strategic long-term capital plans for its two parking garages. Across British Columbia, right-sizing parking has become an important part of enabling growth in dense, transit-oriented areas. The redevelopment of Oakridge Centre in Vancouver is one example where the Bunt team has been heavily involved in developing a comprehensive mobility strategy. Taking advantage of its convenient location, Oakridge Park is built with an  aspiringly lower parking supply that employs shared parking between different uses, intelligent parking systems along with provisions of wide-ranging multi-modal facilities.

Session B – Parking with Purpose: From Parking Supply to Mobility Strategy

What if parking wasn’t just a supply to manage, but a strategic tool to advance mobility? As downtowns grow and mobility patterns evolve, municipalities must rethink how parking assets are planned and managed. The City of Burlington, with expert guidance from Stantec, developed a Downtown Parking Plan aligned with its Integrated Mobility Plan – shifting the focus from parking supply to strategic parking management as a mobility tool. By combining utilization data with land use–based forecasting and development projections, the study models future parking demand and identifies opportunities to better manage existing assets before investing in new infrastructure. Attendees will learn practical approaches to aligning parking strategy with broader mobility and downtown planning goals.

By leveraging data-driven strategies and inclusive GBA+ analysis, they ensured a seamless shift for everyone—from tech-savvy commuters to seniors and visitors. Discover how Edmonton is paving the way for smarter, more efficient, and equitable city services.

Session B – Reshaping parking regulation for the future city

As part of a revisiting of citywide policy and zoning regulations, The City of Calgary decided to survey Calgarians on their experience and preferences related to parking. Overarching initial questions included whether the off-street parking regulations are consistent with the nature of parking needs in Calgary, what the experience of parking is like in the city, and what the future of parking regulation might look like in the urban context. The results included some expected findings, but some that were not as expected – however, all of it instructive for the future of parking regulation in a multimodal and resilient Calgary.

Wednesday Tour participants will benefit from this session prior to visiting the Boyer Mobility Hub.

A cultural and social hub for 70 years is the setting for our celebration.  Le 9ieme, opened in 1931 on the ninth floor of Montreal’s former Eaton Centre and was designated a Quebec heritage site in 1999.  Celebrated as one of the world’s finest Art Deco interiors, inspiration came from Lady Flora Eaton’s voyage on the liner Île‑de‑France.  Its décor evokes the opulence of early 20th century travel, and its gastronomy and libations are second to none.
